Creosote and tie plates

Can anyone tell me approximately when creosote treated ties and tie plates became the norm for building track on many of the narrow gauge lines? I'm mainly interested in when Sumpter Valley would have started. I keep looking at pictures of old track and can't see tie plates being used. Also, many of the pictures you see, ties are light in color suggesting that they are not treated, especially for logging spurs and such. TIA.
