The so-called "Little High Line" downgrade from Rockwood is easily accessible.
Although probably on private property, it is not fenced off and there is an easy-to-
follow trail that leads to a good overlook of the railroad from the opposite (east) side
of Elbert Creek, as seen here in 2005:*

The true "High Line" begins about 1/2 mile upgrade from Rockwood, and used to be guarded by a gate at the entrance to the cut at the edge of "town" with a prominent 'NO TRESPASSING' sign.  I don't remember seeing either the gate or the sign this past August, but suggest that you contact Yvonne ("Boxcar Betty" on the NGDF) ahead of time to arrange for permission to hike in. There are several good overlooks on the same side of the canyon as the roadbed; you'd have to hike a LOOONG way upgrade and then back down the other side to get a view from across the canyon. Here's one of my shots from last August; several much better ones were posted by others a few months ago:
