Oooohhhh... Good question. You're right, I can't find any evidence of a tank in Santa Fe in any of the photos in Dorman's book - and the Santa Fe RR needed water too...
In Chili Line, the Narrow Rail Trail to Santa Fe by John Gjivere there is a profile of the Chili Line and it lists water at Santa Fe as being "City Water". My guess is that it would have been a stand pipe similar to that at Ouray, probably located down by the wye and too small to be noticable in any of the photos.
