Charlie, I think you are referring to "Narrow Gauge To Cumbres" by Doris Osterwald, 1972. The following comes from her book:
On page 18, she has information on the first excursion run, on October 4, 1970. This was before the contract with Scenic. Her text says that invitations were sent to various people, including both Governors, interested state officials, and to newspaper, TV, and magazine editors. About 100 people accepted the invitation, and "had to stand up in open gondolas or boxcars." They rode from Antonito to Chama, with 483 doing the honors. Highlights of the trip included several runbys (locations not stated), a "holdup" near MP 300.5, a BBQ at Osier put on by the Ladies of Antonito, and snacks of coffee, punch, and cookies courtesy of the ladies of Chama.
The first excursion in 1971 was Saturday, June 26, a charter by the New Mexico Railroad Club. 484 pulled a boxcar, and about seven rider-boxes, from Chama to Antonito. On the next day, the "return trip for state officials, radio, TV, and newspaper reporters from both Colorado and New Mexico was a big success."
