#14 is closest to bringing back to service, although it's estimated to take somewhere between $200,000-400,0000 to bring it back online. 17 would probably be next, since she last ran around 10 years ago and some stuff needs to be repaired. 12 is extremely worn out from her usage early on in the tourist era, and would take a lot of work to bring her back. 16 and 18 have not been evaluated in recent years, so their condition is unknown. The one thing it takes though is $$$.
