The ribs are a feature of chilled, cast iron wheels, which were outlawed for interchange service in freight cars since when, about 1972(?), if not earlier. As I understand it, "outlawed" isn't really an accurate term, its more a case that railroads could refuse to accept cars in interchange as of the date in question. You can run cast iron wheels in interchange service today, if the receiving railroad agrees to accept them.
