More narrow gauge in Ogden

Was browsing the Mountain West Digital Library when I came across a picture of the first Ogden depot around 1883. Below is a much-zoomed portion of the image:
The center track looks very much like it has a third rail, does it not?
I'm still looking for the U&N trackage. This is most likely D&RG.
