This plan provides 90% use of the railroad with minimal grading for 1/4 mile of track with no cut, no fill, no culvert and no bridge.
The current bus operation would not change. Load the train at Cumbres, proceed west down the big hill, observe Lobato bridge to show the passengers the reason for the bus trip and let them see the progress of the repairs. Then charge up the big hill, wave at the crowd at hi-way 17 crossing, take photos of fall foliage and Windy Point, run thru Cumbres to Osier. After lunch back to the bus with a full belly and a full day of trains.
The cost of this shoofly would be minimal and future operations could be enhanced by this loop. I am thinking of the Rotary being used between this Lobato Loop and the Osier Loop. Both these loops are not original but are logical for modern operations.
After the Chama/Osier turn over Lobato bridge is back to regular operations this loop would be a good backup plan IF a new problem should arise.
