You're right on target Bob. Once the doors were closed to the Post Office section, no one was allowed in. If the crew needed to get through the car, they had to go over the top. Even when I restored the #120, part of the solid wall was still there that divided the baggage and mail sections. The remains of the cat walk and hand railings were still there as well. IF a combine carried U.S. Mail, there would have been no access to the baggage compartment, thus the hand railing.
