From a UK centric point of view - we do have local laws that have a similar effect, which means that if something cannot be built complying with disability access laws it doesn't get built so everyone can suffer equally.
We are affected by US laws, I've experienced an audit done in complience with (I think) Sabines Oxley rules and because of local laws the auditor was prevented from viewing everything - all in accordance with our national laws (some items do not get overseas) - I do work for a US company
