The SMU-De Golyer has now placed digital versions of the microfilm of the BLW specification records that they have on the web.
Baldwin Locomotive Works engine specifications, 1869-1938
A word of caution -- this are large files and take a long, long time to down load even with DSL.
I have always understood the FED locomotives to be more generic than specific prototype.

E&P 4 & 5 have the following specifications:
wheel center diameter = 38" outside diameter (tread) 42"
boiler diameter = 42"
rigid wheel base = 7'6"
total wheel base = 18'7"

SPC 9 & 10 have the following specifications:
wheel center diameter = 38" outside diameter (tread) 43"
boiler diameter = 46"
rigid wheel base = 8'2"
total wheel base = 20'1"
To the boiler diameter I would add the thickness of the insulation and the jacket.
