Yes the road is closed, at least it was when I went up there in early June. Right above St. Elmo, on the old grade, there is a large sign that reads "Road to Hancock closed due to washouts". The only other route to the tunnel would be from the Gunnison side, which is much longer, but has a nicer road to the tunnel.
