I don't believe that can be definitively stated.

The SP had hundreds of 16" Sunbeam headlights like that one. The 1744 almost certainly sported that same type of headlamp at some point in it's career.

Though the Pyle tags means this was probably built, or at least sold, after Pyle-National bought out Sunbeam. I'm not sure when that buy-out happened. But that would give an estimated age of the headlight.
