It is Dulce.
The train aproaching the station is defenatly not lead by a k28 which usually were the engines for the San Jaun. I can not tell for sure if it is a k36 or k37. I thought at first that it might be a light engine but by the shadows, there is a train behind the oncomming engine.
Also by the shadows the first car behind the engine and tender is a short car much shorter that the engine and tender. Either a flat or gong. So I believe the oncomming train is a freight, based on the engine and the shadow of the train in the photo.
Also the people in the photo may be a crew change.
