More K-27 cylinder questions

In earlier times the K-27s had a square frame on the cylinder jacket with what looked like a plate that could slide up to access something under the jacket. In modern times the 463 seems to have a bolt on cover in that location as shown below.
This shot shows what was probably accessed through the opening and I figured someone here could probably provide details about this. Another question is whether there was ever any insulating material under the jacket or not.
