I have a feeling that this has to do with where the money accounts were kept. Think of making a settlement of funds or accounts.
I looked up the word "settle", a verb, in the American Heritage Dictionary. One of its forms is "settling." Down on the number ten definition is:
"10.a. To make compensation for (a claim), b. To pay (a debt)."
Just an idea.
