The Marshall Pass turn had 38 empties which included the caboose.
Engine 495 from the 1st hill turn then took the 37 empties to Buxton.

As to forgetting stashed cars: That probably occured on occasion. In this case though, Buxton, the disptacher had either order or bulletin on hand that indicated siding blocked by stored cars. Movement of cars would have been coordinated between chief dispatcher and train master as to where and when.
