Dollars to doughnuts they are UNloading the concentrate from the car, not loading it. With a strong back (and in those days who didn't have one in Colorado?), one could just heave the rock into the ends of the car with a shovel but unloading it would require some kind of "transfer" like a wheelbarrow, I'd think. My 2ยข on that.
I'd love to know the story behind the open-end car. Notice that the door has a different number (3638) than the body of the car (3339) so this probably wasn't the first mishap (though I bet it was the last) for this piece of rolling stock.
For "concentrate," some of those hunk o' ore look pretty big...
