Doc- Normally it was specified what the maximum difference in height of the rail would be allowed. For instance, it might be 1", with, naturally, the guard rail being lower rail. As I wrote earlier, normally guard rails didn't use plates, and are spiked directly to the bridge timbers (ties). Also, rubber pads are normally placed under the plates of the running rails, but that may be too much detail for your road. Ned
