Is the D&SNG RR trying to repeat the NNRR run away?

When you view this video it shows some possibly dangerous railroad movements:

"The very incriminating video of movement of the loaded flat car at Rockwood without proper procedures to get the car stopped if it got away has been removed from YouTube. They must have got the message that movement of cars on the main line without air brakes or other proper secured ways to prevent killing someone is not permitted, especially under an FRA jurisdiction railroad."

It show a main line movement of a loaded flat car without using air brakes, without a brakeman with a club on the flat car, and without possibly using lock-on derails to define and protect the work zone.


The Pettybone was coupled to, but likely not also secured with a chain around the couplers. No image of a brakeman first testing the hand brake and then riding the car prepared to apply the hand brake with a brake club if the car came uncoupled and began to roll.

The lead wheels of the flat ran over something that nearly could have uncoupled the car, where it could roll away. The grades are down either direction from Rockwood. It is hard for a person to chase after a rolling car while running in deep snow.

What did the wheel bounce over, a fallen brake shoe, and the Pettybone do not stop to investigate the happening? Other action not on the video could explain the happening, but it all looked unsafe, especially since it is likely that over-the-rail derails had not been installed on the limit of the working zone of the car movement. This is on the borderline of the Emergency Powers expressed in the FRA power of authority, and a good candidate for review of M of W equipment moving full size railroad car loads.

This review is offered as a Safety Service from someone who has been in that business. Question was placed here but other had not expressed seeing this happening, so it is further exposed.
