I believe the outside counterweights, at least on Baldwin locomotives, were a design change about 1903-4.

Here is another domestic one on the Sumpter Valley.

There were two or three on the Arizona Copper railroads in Arizona also. And maybe WP&Y 68? The Quincy locomotive?

Not many domestic narrow gauge 2-8-0s built after that date.
