I am not sure why these particular engineers appear to be out of rotation. One of the Cummins worked on the Silverton branch Jan 20.

As for the No. 115 and No. 116 runs. Engineers had to qualify for passenger service. After performing freight service for a specified period they could apply to qualify for passenger service. Not all engineers were qualified for this service, either by their personal choice or for other reasons.
