The Baker tank works by pushing some buttons on the computer keyboard. It is a fun picture however.

On the water tanks I am familiar with the spout is hung on one or two chains that go over pulleys at the top of the spout frame and are attached to counter weights that hang in the weight boxes.

A seperate rope or chain goes over a pulley near the roof and is attached to linkage that lifts a flapper valve that covers the outlet pipe. When the rope is pulled the linkage lifts the flapper. As soon as the valve rope is released the weight of the flapper closes the valve.

The valve assembly is usually located about a foot above the floor of the tank to keep sediment from being carried into the tenders.
