EBTfan15 is right that the East Broad Top has hired Arden Rail Services to put in new ties in each of the past two seasons. Arden is a company created by a Friends of the East Broad Top and Rockhill Trolley Museum volunteer Charlie Wootton expressly to do the track work. (A few pics of this past summer's crew are at
http://ngdiscussion.net/phorum/read.php?1,136486,136487#msg-136487.) I have no idea whether Charlie will be interested in bidding on this project, but it's clearly too big for the railroad's own employees to take on.
Mr. Salone will oversee it in the sense that he's the president of the East Broad Top Railroad Preservation Association, but he's got a lot on his plate and I don't think he's going to be out there checking the gauge. Who will do that remains to be seen -- the grant was just announced at the end of last week, after all.
