The drawings just show what was left of the plow in 1978.
I have often wondered how it was handled. There is a hinge type of hardware on the rear cross member between the two sides. This was at the top, so it could have been used to attach the plow to something that it hinged on. There is also the small loop shaped steel bar on the front top that looks like it was used for lifting up at that end. Maybe the RR used their steam crane to lift it from the front, with the back hinged to whatever it could have been attached to.
There is also two pieces of steel angle iron, attached to the back of this same crossmember. This angle is attached verticaly, and the bottom extended below the rail head. These two angles were 35 inches apart, so they acted as guides for the rear of the plow. There was no evidence that wheels were attached at this location as there would not have been enough material there to have attached them.
