Some years ago a friend and I spent an entire morning in that area photographing "the fleet" as it went by (four trains at that time) . So like you we had plenty of time to wander around. I agree there is evidence of what might have been a road. Indeed, the satellite photos show bits and pieces of "tracks" although they don't seem to connect. One could even theorize that before Highway 550 was built, perhaps the route over the hill might have been a logical way to get to Rockwood from Durango. But from a postion of great ignorance, based only on the recent development in that area, I think it is more likely a developer filed something with the county proposing such a road, which the Google info collectors picked up and took at face value. But nothing has happened yet. Perhaps the banking and real estate crisis caused funding and/or the market to dry up. Perhaps nothing will happen. But that land around Shalona Lake looks ripe to be "harvested" by developers. But it's only speculation on my part.
