Unfortunately, you will always have a few people that will find something to gripe about. Even AFTER you've lined their pockets with gold, they'll say that their share wasn't big enough.
Part of the problem is, like many other towns that depend on tourism, they would like the tourist dollars coming in, but wish the tourists themselves would stay home. To them a bigger pie means more strangers, more traffic, and perhaps more criminals.
Even if your "official" store was on-line only you'd have people griping that you fleeced the tourists before they had a chance to.
The "merchants" are not a cohesive entity against you, either. IF the RR supplied space for a co-operative gift shop, I have grave doubts that those merchants could agree among themselves on who or how to stock it. (But hey, that would be their headache, you'd just wait for a percentage (say 10-15%) of the sales.)
