Why are these events always in late August?

I'm all for these events, but I have a real big question that hopefully someone here might be able to answer.
Why do they always hold these events in mid to late August?
Does anyone out there know this is typically the monsoon season? And judging by recent weather patterns it is now the worst of the monsoon season.
Plus most schools are back in session at this time. So getting families to attend is very difficult. Can't miss the first week or so of school for trains.
This is also a difficult time to take off from work as the summer off period is well over by mid to late August.
Are these events tailored more for the retired person? So they hold these events when it is the hardest time for families and working folks to attend?
Why not hold these events in early June. Normally this is the driest time of the year. Very few rainouts, and usually beautiful weather. Plus any snow remaining along either railroads is no longer going to be any issue by then. And typically the rivers and streams along the right of ways are full and more spectacular.
Fire danger is always a real issue in the dry forests of the Southwest. So in my opinion it is better to hold these events early, before the Forest Service decides things are too dry and closes down both D&S and C&T.
