Maybe it is a setting that you have for your Internet Explorer or a firewall, etc.

When you go to the the search function you should see a notation that the search routine is being loaded.
"Loading CARLweb53; one moment please...."

Los Angeles public library uses the same search engine for its digital collection.
As a test try: Los Angeles Public Library and then select Photo Collection. And see what happens.
