Ted,

According to Johnny Graybeal's "Along the ET&WNC Vol 4: Freight Cars Part A" the boxcars were built in the railroad shops in Johnson City.

Interestingly enough, these 36' long boxcars were among the largest of any narrow gauge cars.

I highly suggest Johnny's series of books for any sort of this detailed information regarding any aspect of the ET&WNC.
