There was an article in todays' Pueblo Chieftain on this, written by Tammy Alhadff. She quotes Ken Bitten of the railroad, Steve Witte, Division 2 water engineer (The water commissioner's name is Doug Brgoch, who was not quoted) and Huerfano County Tourism Board chairman Debra Malone.
Witte said that the D&RG may have passed on making a water claim in 1913, maybe because the managers didn't know that they needed to.
