If I'm not mistaken under the right circumstances the combination of water and coal dust can form sulfuric acid which could eat right through the smokebox front. This is why it is important to keep a locomotive in storage dry and clean (particularly in the smokebox). I bet the corrosion damage that occured if it was corrosion that occured, occured while the engine was being stored and it was assumed to be safe from the elements.
