Cut levers or what ever they are called.

This got me to thinking about another issue with these thing-a-ma-jigs.

On standard gauge cars they go to both sides of the car end.

However, on narrow gauge cars they go only to one side of the car. On the B side, they are reachable on the side opposite the brake chain. On the other end, they go to the far side.

Is there a reason for this? It would seem to be a safety hazard.
