This photo is most likely showing him releasing the brakes.

If he was applying the brake correctly, he would have the club in his right hand with the end of the club against the shaft toward him and pulling the wheel with his foot near the latch. The brake wheel must always be pulled and not pushed account if the chain breaks your ass ends up on the car floor or car roof and not over the end of the car on the ground or track between cars. You learn very quickly when advised of the reason why you don't want to do that job in the wrong direction.

All brakes on narrow gauge cars should be called club-brakes because you can not work them by hand as you must use a club.
