Actually, if you look at it, it makes sense, as the engine houses contained turntables and servicing facilities (coal, Water). They didn't seem to be used for locomotive repair. They had Servicing facilities at the bottom of the passes, too, Leadville, Dickey, Como, Denver and Gunnison.
