Actually, after the boilers were replaced on the seven B-3-B 2-6-0's (#'s 4-10) in the early 1900's, the tractive effort was increased to about 19,000 lbs.
The smaller 2-8-0's that may have been comparable to a C-16 were all sold and scrapped early on, as they couldn't pull enough tonnage, and they were too old.
So, the answer to the question is that a C&S B-4-D was bigger, newer, and better than a C-16. As stated above, not an apples to apples comparison.
