C-21 or C-25 detail questions

I have a request and a couple of questions:

Can anyone refer me to plans or drawings that include the dimensions of the cranks (counterweights without weights) used on the C-21 or C-25 consolidations to connect the rods to the axle?

It does not appear that there were counterweights on the drivers of these locomotives. Why were they not needed?
