I would suspect that this photo was taken in Ouray. There was a semi-tame herd of bighorn sheep there for years that would wander around town in winter. I can't tell for sure, but it looks like there may be hay loaded in the boxcar--not an uncommon load in those days. Looks like the sheep by the door are feeding.
