I would call it "semi-public." Like most of us, Dave maintains a mailing list (or did - this was announced as his farewell trip, hopefully he'll reconsider), and while most of the tickets get picked up by "the usual suspects" (there aren't that many people willing to plunk down $500-600 on a ticket), you don't have to pass some secret test to get a ticket.
But most of us can fill out an offering with very little effort - a recent Steam Specials trip sold out in 5 days, and we could have sold another 20 tickets.
That shifts the burden of finding out to the interested party. Contact the organizers directly, or through one of the usual suspects like JBW or me. (One poster here did just that about today's trip.)
