The Cumbres Pass Tunnel was part of the Three-Tunnels measure put before Colorado voters in 1920. The other tunnels included one under Marshall Pass and one near the present-day Moffat Tunnel.
The voters said No (They said yes later to the Moffat Tunnel which also included a flood-control dike for Pueblo). You wouldn't expect the railroad to spend its own money on this, would you?
