I don't know why you couldn't simply get a regulated power supply that would take the locomotive power as input and produce 12VDC as output for the PA electronics. That wouldn't require any changes to the existing system.

You might need to insulate the PA from the chassis ground but that is not really a big deal. I wire trailers with wire grounds to eliminate problems with rust on the steel frames.
