Steve: Yes, the 489's whistle is the same one it wore before 1998 when I took it with me to Texas. I actually belongs to a friend of Dan Ranger who has long since forgotten he owns it. When I came back, Dan insisted I bring it with me.
Mr PRR: I think I might have a 5" freight hoot base that might work with that whistle. We might be able to simply screw it on the 463's base.
