In general they were set up to push against teh drivers in unison with s few exceptions.

4-4-0 arrangement used one cylinder to a side that pressed down forcing the shoes into the wheels but to the best of my knowlege , they worked independently of the opposite side.

Shay Locomotives used 2 variations:

Class A & B had a single steam or air brake cylinder linked to all the drove wheels

Class C & D had 1 cylinder per truck
