The cars ran on the Overfair Railroad at the San Francisco expo in 1915. It was a true 1/3 size operation -- it used a 19" gauge.

4'-8.5" = 56.5" .. divide that by 3 and you get 19.5 inches.

The one locomotive that was never used at the fair was eventually completed and is now displayed in the lobby of the California State RR Museum.

I think the photo can be found in Shaw's Little Railroads of the World published years ago by Howell-North.
