In that case this might be in or around the part of teh Westside Lumber yard that connected with the Sierra Railroad. The Sierra was Standard gauge and if I recall correctly, Westside had 3 rail in parts of its mill yard to load the lumber and take it to the sierra.

I do know that Westside #3 was converted to Standard Guage to make that run before being turned back into a 36" engine by Roaring Camp in the late 60's.

As for the junk....westside was prone to leaving bits of scrap here there and everywhere along the more commonly used segments of the line.
