Hello, All -

IMHO, Breckenridge could be an excellent home for #9; she once ran there:

1) The town wants a C&S engine, and the CHS is contractually obligated to provide one.
2) #9 worked on the South Park "division" of the C&S, not in Silver Plume or even Golden.
3) Apparently there are plans to protect her with at least a fence and a roof.
4) IIRC, there are plans to install 150'-200' of track, and run her a few times a year.

IF the above-mentioned length of track does not cross a public road or connect to another railroad (the latter is VERY unlikely), the FRA should not be involved. Would it be feasible to rebuild her enough to allow occasional operation at say 50# pressure a few times each year, without having to meet Form-4 requirements? If necessary to satisfy the NIMBIEs*, could she be fired on wood pellets such as the D&S uses? This would eliminate the major expense of rebuilding the oil burner, etc.
