As I understand it, some time several years ago the locomotive was moved. The process of moving wasn't handled by someone used to lifting steam locomotives. the rigging from the crane was not positioned correctly for lifting a locomotive. The result was the frame and rods were reportedly bent, so that the wheels will not turn.
If this is true, then there is a very serious problem that would need to be corrected before the locomotive could be rebuilt for operation. This could conceivably require a new frame as well as new rods. Not impossible, but expensive, and probably not a job for most community locomotive restoration teams.
It would be helpful to see a comment from someone who is personally able to speak with experience and authority about the project and the status of 223. Without a report from such an individual, please consider my comment to be what it is - my understanding of second hand information.
