I asked this on the old board a couple of years ago, and the answer/consensus at that time was that this was not a narrow gauge operation, because there was no active record of any narrow gauge locomotives listed for this site.
Since then maps.live.com has improved their images, check this out:

You can clearly see by the shine off the rails, compared to the standard gauge track near by, that this is a narrow gauge operation.
You can navigate around by click and hold your mouse and drag the picture around. You can also switch the view with the buttons at the left.

You have to have small cars holding the ties to get into those tubes.
I've looked around and I don't see anything like a narrow gauge critter, but there are some standard gauge ones on site.
I suspect they move the trains of ties in and out by pulling/pushing them with one of the tractors or fork trucks.
Anyone seen this operation up close?
