IIRC, it came in about the same time as the Reagan adminsitration. IE, early 80's.

ISTR that it was "would not," not "could not." As in their various professional organizations considered it in poor taste and a reason to blackball somebody. they changed their ethics codes and made ambulance chasing a respectable part of the profession...
Altho with the whole liability thing I blame an attitude on the part of the younger generations that the world can be a safe place. I'm not sure where this dilusion comes from even tho I'm part of the age group (46, no generation-too young for a Boomer, too old for X). Everybody seems to want *somebody* (else) to blame for anything that happens. The truth is, IMNSHO, sometimes sh*t happens and it's not anybody's fault.
To make this somewhat related, back in the 70's the C&NW crews on the Des Moines Branch (built narrow gauge 1874 as part of the Des Moines & Minnesota) used to give me rides into town on the engine, even let me work the throttle a couple of times. I doubt that'd happen these days!
(of course it wouldn't, C&NW took up the track after they bought the CRI&P line from Nevada to Des Moines)
