I looked at a lot of photos taken by Otto Perry during the '30's and '40's. The locos on the freights certainly seem to be carrying white flags. There was something in one of the issues of Bob Richardson's Narrow Gauge News regarding the Rio Grande discontinuing this requirement, but the change did not occur until after the discontinuance of the first class trains (passenger).
